Nuevo León remains attractive for FDI despite annual reviews of the USMCA

Emmanuel Loo, Undersecretary of Investment, Innovation, and Artificial Intelligence at the Nuevo León State Ministry of Economy, affirmed that foreign direct investment (FDI) and the interest of foreign companies in establishing operations in the state have not diminished. As proof of this, executives from a Japanese company visited Nuevo León a few days ago and expressed interest in investing in a data center.

He also reported that they have approximately 10 data center projects in their investment pipeline that could be finalized before the end of the current state administration.

“We have around 10 projects in the pipeline, including data centers, chillers, cooling systems, and supply chains, but we believe there will be more. This could represent about $10 billion in investment by the end of this administration,” stated the Undersecretary of Investment, Innovation, and AI.

He assured that attracting foreign direct investment is progressing very well so far this year and they expect it to end the year at a similar level or slightly higher than the amount attracted in 2025, driven primarily by technology and AI.

While participating in a forum on the pulse of geopolitics and economic prospects, the official said that the annual review of the USMCA provides certainty for investments, given the expected gradual reduction of tariffs on steel and aluminum.

He even emphasized that the annual reviews of the USMCA have not meant a slowdown in investment; on the contrary, he stressed that they have provided certainty.

“Mexico and the Northeast region have not lost their appeal for attracting more investment; companies continue to be interested in setting up operations here. We haven’t heard of any company changing its expectations regarding investing in the country, especially in Nuevo León.

“I think this is good (the annual reviews) because it wasn’t canceled, but rather reactivated for another 10 years. It was very Trump-esque, sending the message that he won, he didn’t cancel it, and he gave certainty to investors.” He gave it 10 more years of life, but with annual reviews, and it can be renewed for 16 years at any time,” he added.

Therefore, he considered that Mexico has a great opportunity with the USMCA, now without the pressure of Trump using it as a bargaining chip by imposing more tariffs.

Emmanuel Loo commented that the supply of electricity in Nuevo León is guaranteed, given that three companies have invested in infrastructure, in addition to the completion of renewable energy projects, and the opening of new natural gas generation lines, which will guarantee the supply of electricity for these projects by the end of this year and the beginning of next year.

“We are the state with the most energy in the entire country, so this is a great opportunity, with the addition of 1.5 gigawatts between the end of this year and the beginning of 2027. Nuevo León’s consumption is 13 gigawatts, and 1.5 gigawatts are being added; this is a significant addition,” he added.

The undersecretary clarified that the problem is… It’s at low voltage, that’s why the blackouts, but generation and high voltage are guaranteed.
