After the discovery of human remains in at least six points of the Industrial neighborhood of Monterrey, Nuevo León, Mayor Adrián de la Garza acknowledged that the area is a “red flag.”

“This is not going to intimidate us, we are going to be more intensive in the operations. In terms of security, we are going to get involved until we manage to free this neighborhood and other neighborhoods that Monterrey has with conflict,” said the official before the media on the afternoon of October 21.

The Industrial neighborhood is the region in which, according to different journalistic reports, a local criminal group identified with the name of Los Costales has its main base of operations. This independent organization was mentioned days ago in a video allegedly distributed by members of the Cartel del Noreste.

“Cartel del Noreste, we are going for all of Los Costales, the entire Metropolitan area is ours, this is Operation La Silla,” shouts the spokesman for the group of hitmen in the recording, while three people appear subdued and tied up on the ground.

“We are coming for you, ‘Steven,’ we are coming for ‘Costal,’ for ‘Edson,’ for ‘El R1,’ for ‘El 01,’ for ‘El Negro,’ we are coming for the entire Plaza de la Silla,” the messenger is heard saying towards the end of the threat, alluding to what could be the identities of alleged leaders of Los Costales, whose real names are unknown.

On the morning of October 21, a week after the publication of the video, the name of Los Costales appeared on various cards with intimidating messages, which were abandoned along with the mutilated limbs of a still unknown number of people.

Around six in the morning of that day, an anonymous caller reported to the 911 emergency line the first of the six findings recorded during the day. At the intersection of Melchor Múzquiz and Miguel Nieto streets, a few meters from the Monterrey Police Academy, a plastic bag was found with the severed head of a man.

A couple of blocks away, at the intersection of José Miguel Domínguez and Ramón Corona streets, the torso of a woman was found.

Other points where more human remains were found —including a female head, arms and legs— were José María Michelena Street, a pedestrian bridge on Venustiano Carranza Avenue, Alfonso Reyes Avenue and the intersection of Miguel Nieto and Javier Echeverría streets.

Preliminary information, Mayor Adrián de la Garza reported that the findings could correspond to at least two people —a man and a woman—, but he did not rule out the existence of a possible third victim. It is expected that in the near future, the corresponding authorities will provide more details on the matter.

At several of the crime scenes recorded on October 21, the threatening messages were signed by the Cartel del Noreste. “Here, only those who have to die will die, we will teach them how the job is done,” could be read on one of the cards attributed to the organization.
