A report released yesterday, leaked by Guacamaya Leaks after the hacking of millions of documents from the Ministry of National Defense, states that the upsurge in violence in southern Veracruz (the report is dated March 16 of 2019) is due to the fact that the governor of the state “is supporting the entry into the entity of the Northeast Cartel.”
These are the states of Veracruz, Tabasco, Chiapas, Campeche, Yucatán, and Quintana Roo, in which the criminal leaders of each area were identified, according to the document dated January 19 of this year, which is an analysis of the operation and structure of organized crime.
According to the analysis, violence could increase in the entities governed by Cuitláhuac García ( Veracruz ), Layda Sansores ( Campeche ), Rutilio Escandón ( Chiapas ), and Carlos Manuel Merino Campos ( Tabasco ).
Said report, considered “Extra-Urgent”, indicates that the Northeast Cartel is in Veracruz under the protection of “the heads of the Secretary of State Public Security, State Police and Civil Force.”
According to the document, signed by an Army major and addressed to the commanders of the 6th, 19th, 26th, and 29th military regions, among other Sedena commanders, “the violent events that have occurred in the south of the state” were provoked by the Jalisco New Generation Cartel, in response to the support that their enemies in the Northeast received from state authorities.
The report announces a series of attacks and ambushes by the CJNG in Las Choapas, Agua Dulce, and Minatitlán, and informs that the cells of assassins deployed by the organization commanded by Nemesio Oseguera, El Mencho, were reinforced by others “from Orizaba and Nanchital”.
The author of the report reported that each cell had tactical teams, vehicles, and 4 or 5 long weapons.
It is a document that comes from the largest cyber attack recorded against Sedena, which had to be admitted by President López Obrador.
In the report released yesterday, the Northeast Cartel appears again, one of whose financial operators —the famous Gerry— was photographed next to the governor of Tamaulipas, Américo Villarreal (morena party), and the senator for Zacatecas José Narro Céspedes (morena party), the afternoon in that two sailors commissioned as bodyguards for the legislator was last seen.

At the beginning of last year, a family of self-defense groups, the one led by Teódulo Gorostieta, was “kidnapped” and murdered: 12 of its members were found, tied hand and foot, and abandoned on a dirt road, in the vicinity of the Cerro del Ejido. Nanchital.

It has been considered, with the Sinaloa Cartel and the Jalisco Cartel, as the third largest criminal organization operating in Mexico. Its major expansion occurred under the leadership of El Huevo Treviño.

Tamaulipas has historically had criminal enclaves due to its strategic position on the Texas border.
For several years there have been power relations and informal agreements between criminal actors and local elites. Francisco Cabeza de Vaca, who ends his administration as governor this year, has also been linked to the Gulf Cartel.
“The involvement of various law enforcement officers in criminal acts in Tamaulipas indicates that there has always been a certain type of protection for organized crime, ” Guadalupe Correa, a professor at George Mason University in Virginia, told InSight Crime in June last year .
With the entry of a new morena government in Tamaulipas in October, the CDN is likely to seek negotiations and protection agreements in the coming months.
