The Government of Nuevo León, through the Vehicle Control Institute (ICV) and the Governor’s Executive Office, urged citizens to register vehicles with out-of-state license plates online, as an alternative to avoid lines and complete the process more efficiently during the holiday season. According to official information, between October and December, 24,673 out-of-state vehicle registrations were processed at the Vehicle Control Institute. Of the total, 80.5% corresponded to vehicles from other states, while 19.5% were imported or previously registered vehicles.
The municipalities with the highest number of online registrations were Monterrey, Guadalupe, and Apodaca, reflecting an increase in the use of online platforms for these types of procedures.
The ICV report indicates that 48% of vehicle registration processes included a change of ownership. Of this group, 41% also renewed or obtained a driver’s license, either due to expiration or because they did not previously possess one.
This data shows that a significant part of vehicle registration involves the comprehensive updating of the legal status of the vehicle and its owner.
State authorities detailed that the vehicles with the highest number of out-of-state registrations came primarily from Tamaulipas and Coahuila, states with high vehicular traffic to Nuevo León for work, business, and residential reasons.

Interested individuals must complete a digital pre-registration, upload the required documentation, and wait for email confirmation, which will indicate the date and location to go only for payment and license plate collection, thus reducing wait times.

In the case of a change of ownership, the applicable tax is 1.8% of the vehicle’s market value.
